Question: If a traveller reaches his town and he was not fasting while on his journey, must he fast the rest of that day?
Answer: If the traveller was not fasting, and he reaches his town in the daytime of Ramadan, he should continue not fasting. It is not upon him to fast the rest of the day because there is not benefit in that for him (since he has to make up the missed day after Ramadan anyway). This is the case when he arrives back to his hometown. As for the one who is a traveller and he reaches his destination (another town or place), and he remains a traveller their, even if he stays there for a period of time after which he intends to return back to his hometown – then he is not obligated to fast, not on the day he arrives, nor after that day because he is a traveller. The traveller is not obligated to fast. However, he must make up the days he misses after Ramadan (as qadā).

Wa-alaikumus-salām-wa-rahmatullāhi-wa-barakātuhu
It is up to him if he is a traveller. He can fast, or not fast. Any missed fasts must be made up after Ramadan.
