hajj and umrah

(Q. 460) A person falls asleep on the flight and misses taking Ihrām for ‘Umrah at the Meeqāt and he doesn’t realise until he lands at Jeddah airport?

Answer: He is to return [to the Meeqāt] and take the Ihrām – if he does not do so, he should take the Ihrām from where he is (i.e., at the airport), and upon him is a fidyah (penalty). And if he returns to the Meeqāt, then it should be the Meeqāt that he crossed (on his way to Makkah).

(Masā’il Al-Imām Ibn Bāz)

The penalty is to slaughter a sheep and feed it to the poor of Makkah.
