What is the Correct Saying Regarding Al-Hajjāj Ibn Yusuf Ath-Thaqafī?

Question to Shaikh Al-Albānī (no. 2): What is the correct saying regarding Al-Hajjāj Ibn Yusuf Ath-Thaqafī? Was he an unbeliever?

Answer: We testify that Al-Hajjāj was a wicked oppressor. However, we do not know from him that he rejected anything that is known in the Religion by necessity — and it is not permissible to declare him a kāfir (unbeliever) based solely on his wickedness, oppression and killing of innocent Muslims.
