The saying of Allah:

أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُوا بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُوا إِلَى الطَّاغُوتِ وَقَدْ أُمِرُوا أَن يَكْفُرُوا بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلَالًا بَعِيدًا

“Have you not seen those hypocrites who claim that they believe in that which has been sent down to you, and that which was sent down before you, yet they wish to go for judgment in their disputes to the Tāghut (false judges) while they have been ordered to reject them. But Shaytān wishes to lead them far astray.” (Surah an-Nisā 4:60)

The saying of Allah, the Most High:

 وَإِذَا قِيلَ لَهُمْ لَا تُفْسِدُوا فِي الْأَرْضِ قَالُوا إِنَّمَا نَحْنُ مُصْلِحُونَ

“And when it is said to them: ‘Make not mischief upon the earth,’ they say, ‘We are only rectifiers.” (Surah al-Baqarah 2:11)

And His saying:

وَلَا تُفْسِدُوا فِي الْأَرْضِ بَعْدَ إِصْلَاحِهَا

“And do not do mischief on the earth, after it has been set in order…” (Surah al-A’rāf 7:56)

And His saying:

 أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ

“Do they then seek the judgment of the days of ignorance? (Surah al-Mā’idah 5:50)

It is reported from ‘Abdullah bin ‘Amr that the Prophet (salallāhu ‘alaihi wasallam) said: “None of you truly believes until his desire is in accordance with that which I came with (of revelation).” [1]

Imām ash-Shaʿbee (rahimahullah) said: “There was a dispute between a hypocrite and a Jewish man. The latter said, ‘Let us seek judgment from Muhammad (salallāhu ‘alaihi wasallam) because he knew that he did not take bribes. The Hypocrite said, ‘Let us seek judgment from the Jews,’ because he knew that they accepted bribes. So, they agreed to take their case to a soothsayer who lived in Juhaynah, so Allah the Most High revealed the ayah:

أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُوا

“Have you not seen those (hypocrites) who claim that they believe.” (Surah an-Nisa 4:60).

It is said that this ayah was revealed concerning two men who disputed with each other. One of them said, ‘Let us take our dispute to the Prophet (salallāhu ‘alaihi wasallam), whilst the other one said, ‘Let us take it to Kaʿb ibn al-Ashraf (a Jew from one of the major tribes of Madinah).’

They then agreed to take their case to ʿUmar ibn al-Khattāb (radiyallāhu ʿanhu), and one of them told him their story. ʿUmar said to the one who was not pleased to have the Prophet (salallāhu ‘alaihi wasallam) judge between them, ‘Is it the case that you do not wish the Prophet (salallāhu ‘alaihi wasallam) to judge between you?’ So, the man said yes, so Umar killed him with his sword. [2]

Explanation

Regarding the ayah in the chapter heading:

أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُوا بِمَا أُنزِلَ إِلَيْكَ وَمَا أُنزِلَ مِن قَبْلِكَ يُرِيدُونَ أَن يَتَحَاكَمُوا إِلَى الطَّاغُوتِ وَقَدْ أُمِرُوا أَن يَكْفُرُوا بِهِ وَيُرِيدُ الشَّيْطَانُ أَن يُضِلَّهُمْ ضَلَالًا بَعِيدًا

“Have you not seen those (hypocrites) who claim that they believe in that which has been sent down to you, and that which was sent down before you, and they wish to go for judgment (in their disputes) to the Tāghut (false judges) while they have been ordered to reject them. But shaytān wishes to lead them far astray.” (Surah an-Nisā 4:60)

The meaning of this ayah is that the one who claims that he believes in that which was revealed upon the Prophet (salallāhu ‘alaihi wasallam) by way of the Book and the Sunnah, then it is not allowed for him to seek judgment from other than Allah and His Messenger (salallāhu ‘alaihi wasallam).

When Allah (the Most High) begins the ayah by saying, ‘Have you not seen…’ then this is a question which brings about surprise, meaning: ‘Are you surprised O Muhammad at those who claim that they believe in that which was revealed to you and to that which was revealed to those who came before you, yet they wish to take their judgment to the Tāghut.’ Is it not the case that they were commanded to reject the Tāghut? They were commanded to reject the Tāghut (false deities and false judges) but Shaytān wishes to lead them astray, and to the judgment of other than Allah. That is a great crime and a grievous error, it is a loss and is evil, and there is no loss like it, it is injustice and there is no injustice like it.

That which the prophet (salallāhu ‘alaihi wasallam) came with is the Truth that gives tranquillity and comfort to the hearts. The souls of the believers feel at ease and comfort with that which was revealed to Muhammad (salallāhu ‘alaihi wasallam), for indeed it is the Truth and there is no falsehood in it.

It is obligatory upon each Muslim that he returns to the Truth, and that he seeks judgment by way of it because the Truth (the Revelation) is uncorrupted and pure—it is what Allah (the Most High) has commanded with in numerous verses. From them is the statement of Allah the Most High:

اتَّبِعُوا مَا أُنزِلَ إِلَيْكُم مِّن رَّبِّكُمْ

“Follow that which has been revealed to you from your Lord…” (Surah al-A’rāf 7:3)

Following the Truth and being pleased with it is necessary to enter into Paradise and to be saved from the fire, and that is praiseworthy in this world and in the hereafter. You will be amazed at the number of Muslims who say Lā ilāha illallāh, Muhammadur-Rasoolullah, yet they use laws, statutes and constitutions which Allah (the Most High) has given no authority for. They abandon the Book of Allah and the Sunnah of His Messenger (salallāhu ‘alaihi wasallam). Indeed, they do not recite the Qur’ān in their homes except upon somebody’s death!

They are not pleased with the Sunnah, nor do they accept it, rather they only accept that which has come from the unbelievers in Allah, such as the atheists, the secularists, liberals, or Christians and Jews. It is as if they believe that Allah did not reveal the Qur’ān except for it to be read at a person’s marriage or funeral. This is a tremendous calamity, it is a grievous loss that the Muslims should seek judgment from other than what has come from their Lord by way of His Messenger (salallāhu ‘alaihi wasallam), since that is the Truth and there is no falsehood in it.

It is the call to Tawheed, and there is no polytheism in it, it is the Truth with no lies in it and it gathers together everything that benefits mankind: it spares their blood from being spilt, it preserves their rights, and it guarantees their honour, help, support, sovereignty and authority, just as it was promised to those who came before them.

Allah (the Most High) said about those who gain authority:

الَّذِينَ إِن مَّكَّنَّاهُمْ فِي الْأَرْضِ أَقَامُوا الصَّلَاةَ وَآتَوُا الزَّكَاةَ وَأَمَرُوا بِالْمَعْرُوفِ وَنَهَوْا عَنِ الْمُنكَرِ ۗ وَلِلَّهِ عَاقِبَةُ الْأُمُورِ

“Those who, if We establish them and give them authority and power on the earth, they establish the prayer, and they give the zakah, they enjoin the good and forbid the evil, and with Allah lies the end result of all matters.” (Surah al-Hajj 22:41)

And Allah (the Most High) also said:

وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُمْ فِي الْأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْنًا ۚ يَعْبُدُونَنِي لَا يُشْرِكُونَ بِي شَيْئًا ۚ وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُولَٰئِكَ هُمُ الْفَاسِقُونَ

“Allah has promised those among you who believe and do righteous good deeds, that He will establish them in the earth, as He granted it to those before them, and that He will grant them the authority to practise their religion which He has chosen for them (i.e., Islam). And He will surely give them in exchange safe security after their fear provided they worship Me alone and do not associate anything in worship with Me. But whoever disbelieves after this, they are the sinners.” (Surah an-Nur 24:55)

This verse explains the conditions for the establishment of the believers upon the earth, what is required from them – and as a result what Allah will grant them authority as a fulfillment of His promise.

The beginning of the verse states that the promise of Allah is for those who have Imān: i.e., believe in Tawheed, the correct ‘Aqeedah and what has been collected in the books of ‘Aqeedah of the scholars, and those who do righteous deeds, who act upon the commands revealed in the Qur’ān and in the Sunnah. Allah has promised those people that if they do this, He will give them Khilāfah (leadership and authority) on the earth.

There is a hadeeth reported in the Sunan of Ibn Mājah and in Tirmidhi where the Prophet (salallāhu ‘alaihi wasallam) said to Mu’ādh bin Jabal: “Do you know the head of the whole affair? It is Islām, its supporting pillar is the salah and its hump (uppermost part) is jihad.”

This hadeeth is in accordance with what Mu’ādh (radiyallāhu ‘anhu) was sent to Yemen with. The Prophet (salallāhu ‘alaihi wasallam) said the first thing that you should call them to is Tawheed, and then the salah. So, the dawah is tawqeefiyyah, i.e., it is based on revealed texts, and we cannot reinvent the means of dawah and start calling to other matters before Tawheed.

Every person of Sunnah should know the above verse because it clarifies our ‘aqeedah and manhaj: the promise of Allah is for those who have Imān and work righteous deeds. The end of the verse states that Allah will exchange their fear for security. Muslims are living in fear now, women are afraid to wear the niqāb, many Muslims are attacked and reviled, and we do not have the freedom to practise our religion in these so-called ‘free Western societies’, and in places like India and elsewhere.

Allah also lays down another condition in the āyah, and that is, “as long as they worship Me alone and they do not associate partners with me…” If the Muslims establish all of this then Allah will give them authority on the earth, of might, glory, honour, happiness, peace, and security. So that people can walk in the streets and not be afraid to leave their homes, and not have their houses robbed, not have guns or knives pointed at them in the streets as is normal in the inner cities of the West.

Ibn Katheer mentioned that some of the Sahabah went to the Prophet (salallāhu ‘alaihi wasallam) after their migration to Madinah and said: “For how long will we sleep at night clutching our weapons and shields?” This was out of fear that Madinah would be attacked. So, Allah (the Most High) revealed the above verse, and the Sahabah remained patient and acted upon its commands, and so Allah granted them that which He promised.

It is obligatory upon the Muslims to judge by the Book of Allah and the Sunnah of His Messenger (salallāhu ‘alaihi wasallam) and cling to the Shariʿah rulings of Islām. We do not take our religion from just anyone who will quote a verse from Allah’s Book because every innovator uses something from the Qur’ān, misinterpreting it to support his argument.

The Khawārij, who were the first of Ahlul Bid’ah in this Ummah, did this. They took a verse from the Qur’ān: “Indeed judgement is only for Allah,” and then accused ‘Ali (radiyallahu ‘anhu) of not following the ayah and declared him to a kāfir along with the other Sahābah. So, they distorted the understanding and used the Qur’ān to oppose ‘Ali (radiyallahu ‘anhu). This is why it is so important to go back to the prominent and great ‘ulema for the correct understanding of the Book and the Sunnah.

It is also upon the rulers to have taqwa of Allah, fear Him and cling to the Truth which is in the Book and the Sunnah, and in this lies goodness and rectification, and in abandoning the Law of Allah there is corruption. When the scholars of Sunnah give advice, they advise the society as a whole: the ruled and the rulers. However, in this discussion regarding judging by the Book of Allah and the Sunnah, we do not find any license for rebelling against the Muslim ruler, rather we have been commanded with the opposite. When Hudhaifa (radiyallahu ‘anhu) asked the Prophet (salallāhu ‘alaihi wasallam) what he should do if he reached the time of wicked rulers, he (salallāhu ‘alaihi wasallam) said: “Hear and obey the ruler, even if he beats your back and takes your wealth.” (Muslim)

The Hypocrites do not judge according to the Book and the Sunnah, Allah (the Most High) says about them:

وَإِذَا قِيلَ لَهُمْ تَعَالَوْا إِلَىٰ مَا أَنزَلَ اللَّهُ وَإِلَى الرَّسُولِ رَأَيْتَ الْمُنَافِقِينَ يَصُدُّونَ عَنكَ صُدُودًا

“And when it is said to them, ‘Come to what Allah has sent down and to the Messenger,’ you see the hypocrites turn away from you with aversion.” (Surah an-Nisā 4:61)

So, the hypocrites turn and flee away from the Truth, desiring falsehood. In the following ayah, Allah (the Most High) states:

فَكَيْفَ إِذَا أَصَابَتْهُم مُّصِيبَةٌ

“How then, when a catastrophe befalls them…” meaning that they reap the harvest of that in their souls, in their wealth, in their families and in their children:

 بِمَا قَدَّمَتْ أَيْدِيهِمْ 

“because of what their hands have sent forth,” i.e., that which has preceded from them of the turning away from the Book of Allah and the Sunnah of His Messenger (salallāhu ‘alaihi wasallam).

In reality, turning away from Allah’s Shariʿah and hating it, and loving other than it of falsehood, is a great crime and a great calamity, rather it is the kufr that exits a person from the religion. Allah permitted the Prophet (salallāhu ‘alaihi wasallam) to fight the unbelievers and to take them captive, due to their disbelief and their displaying obstinate aggression to the believers. Why was all of this permitted? Is it an affair that is easy? No! This affair is not easy at all. To abandon acting upon the Islamic Shariah is not a light matter, even if some people may take it to be light due to their desires. Allah the (Most High) says:

فَكَيْفَ إِذَا أَصَابَتْهُم مُّصِيبَةٌ بِمَا قَدَّمَتْ أَيْدِيهِمْ ثُمَّ جَاءُوكَ يَحْلِفُونَ بِاللَّهِ إِنْ أَرَدْنَا إِلَّا إِحْسَانًا وَتَوْفِيقًا

“How then, when a catastrophe befalls them because of what their hands have sent forth, they come to you swearing by Allah, ‘We meant no more than goodwill and conciliation.” (Surah an-Nisa 4:62)

This was the claim of the hypocrites. This is also the way of those who call to meeting halfway, the callers of misguidance—their affair is close to that of the munāfiqeen in the time of Allah’s messenger (salallāhu ‘alaihi wasallam). They urge the Muslims to give up some of the Truth that is in the Qur’ān and the Sunnah (to abandon it), so that the enemies of Islām will also give up some of their beliefs—they wish to reach a settlement between the Muslims and their enemies and to come to a united word. This is the goodwill that they wish for. However, this is not goodwill, rather it is corruption.

Likewise, those who wish to come close to the Rāfidah in these times, those who falsely accuse the two trustworthy ones, Jibreel and Muhammad (‘alaihimas-salām) of treachery. They curse and revile Abu Bakr and ‘Umar (radiyallahu ‘anhumā) and they name their dogs and their donkeys after them with diminutive titles such as ‘Bukayr,’ (the little Abu Bakr) and ‘Umayr,’ (the little ‘Umar), and Allah’s refuge is sought from these Rāfidah enemies of Islam. They also curse and revile the rest of the Sahabah except for a small number—and they take ‘Ali ibn Abi Tālib (radiyallahu ‘anhu) as an object of worship.

The Rāfidah worship ‘Ali (radiyallahu ‘anhu) and call upon him openly saying ‘O ‘Ali, help us’ just like the Christians call upon ‘Isa ibn Maryam. Rather they are worse than the Christians because you will not find the Christians cursing the angel Gabriel (Jibreel) (‘alaihis-salām) nor do they curse or revile the disciples of Jesus (‘alaihis-salām).

The Rāfidha remove most of the Sahabah from the fold of Islām and accuse them of affairs that one is ashamed to mention in front of the general folk, yet alongside all of this, you will still have callers who wish to come close to them claiming that this will bring about good and rectification!

In this way, when the Salafiyyoon refute the callers to innovation from the Ikhwān ul-Muslimeen, from the Surooriyeen, the Qutubiyeen etc., for the innovations they call to, and for being easy-going in the affair of Shirk and not opposing it, and due to their abstaining from giving attention to Tawheed, they (the callers to innovation) say to us: ‘You are calling to disunity and division’.

And this is what their brothers (who they resemble) from the hypocrites used to say in the time of the Prophet (salallāhu ‘alaihi wasallam), the likes of ‘Abdullah ibn Ubayy ibn Salool from the hypocrites as Allah the (Most High) has said in the Qur’ān:

وَإِذَا قِيلَ لَهُمْ لَا تُفْسِدُوا فِي الْأَرْضِ قَالُوا إِنَّمَا نَحْنُ مُصْلِحُونَ

“And when it is said to them: ‘Make not mischief on the earth,’ they say, ‘We are only peace-makers.’” (Surah al-Baqarah 2:11)

This claim of theirs was futile and a lie and these callers to ‘rectification’ are in fact callers to corruption. Whoever claims that agreement with these groups is from rectification and having a ‘united word,’ then he is untruthful, and he wishes to spread falsehood and he wants Ahlus-Sunnah to accept innovations and to abandon the call to Tawheed, and this is the peak of misguidance, and to Allah, we belong and to Him, we shall return. Allah the (Most High) has said:

وَلَا تُفْسِدُوا فِي الْأَرْضِ بَعْدَ إِصْلَاحِهَا وَادْعُوهُ خَوْفًا وَطَمَعًا ۚ إِنَّ رَحْمَتَ اللَّهِ قَرِيبٌ مِّنَ الْمُحْسِنِينَ

“And do not do mischief on the earth, after it has been set in order, and invoke Him with fear and hope, Surely, Allah’s mercy is ever near unto the doers of good.” (Surah al-A’rāf 7:56)

Indeed, the land of Saudi Arabia has been blessed with unity, and all praise is for Allah, but when the Ikhwān al-Muslimeen entered into it, they spoiled and destroyed that unity, and wrecked the children. They brought their disease into the land, divided the ranks, corrupted the unity and caused differing in their united word. It was due to them that corruption entered into the ranks by hidden methods.

Their goal was political: they displayed outward good and rectification, memorizing the Qur’ān, worship, and virtuous deeds, but they did not pay attention to the ‘Aqeedah—and this is the very root and essence of corruption. Allah (the Most High) said:

أَفَحُكْمَ الْجَاهِلِيَّةِ يَبْغُونَ ۚ وَمَنْ أَحْسَنُ مِنَ اللَّهِ حُكْمًا لِّقَوْمٍ يُوقِنُونَ

“Is it the judgment of pre-islamic ignorance that they desire? And who is better in judgment than Allah for a people who are certain in belief?” (Surah al-Mā’idah 5:50)

O Ahlus-Sunnah! Cling to the Sunnah and beware of these people, these political activists, who seek to cause even more destruction and corruption than they already have. By Allah! If you become easy-going with this affair, then it is feared that you will be exposed to punishment from Allah. These people are a gateway to al-Qaeda, ISIS and Daesh and their likes, so beware of them.

Then Imām Muhammad ibn ‘Abdul Wahhāb mentioned the hadeeth of ‘Abdullah ibn ‘Amr that Allah’s Messenger (salallāhu ‘alaihi wasallam) said: “None of you truly believes until his desires are in accordance with that which I came with.” We mentioned previously that the Hadeeth is weak, but it is correct in its meaning. The meaning of this is that no one will reach complete Imān until his desires are in accordance with that which the Prophet (salallāhu ‘alaihi wasallam) came with. The Prophet (salallāhu ‘alaihi wasallam) came with the Haqq, pure and clear—look at the regulations that he came with, do you find in them anything that the sound intellect would reject? No! By Allah you will not. Rather everything within the judgment of the Prophet (salallāhu ‘alaihi wasallam) supports the sound intellect and it is outright wisdom. The Shariah is something that was revealed by Allah (the Most High), and Allah’s religion is complete, just as Allah says:

الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الْإِسْلَامَ دِينًا

“This day I have perfected your religion for you, completed my favor upon you, and have chosen for you Islam as your religion.” (Surah al-Mā’idah 5:3)

So, every judgment found in the religion of Islām is the essence of wisdom, it is the core of justice, it is the utmost of good and rectification. This is known by those who ponder over the rulings of Allah which the Prophet (salallāhu ‘alaihi wasallam) brought to us through the Book and the Sunnah. He, (salallāhu ‘alaihi wasallam) said:

“I have left you upon a clear, white plain, its night is like its day, no one strays from it after me except that he is destroyed.” [3]

Thereafter, Imām Muhammad ibn ‘Abdul Wahhāb mentions the narration of ash-Sha’bi (rahimahullah): “There was a dispute between a hypocrite and a Jewish man. The latter said, ‘Let us seek judgment from Muhammad (salallāhu ‘alaihi wasallam) because he knew that he did not take bribes. The Hypocrite said, ‘Let us seek judgment from the Jews,’ because he knew that they accepted bribes. So, they agreed to take their case to a soothsayer who lived in Juhayna, so Allah the Most High revealed the ayah (of the chapter), “Have you not seen those (hypocrites) who claim that they believe…” (Surah an-Nisa 4:60).

It is said that this ayah was revealed concerning two men who disputed with each other. One of them said, ‘Let us take our dispute to the Prophet (salallāhu ‘alaihi wasallam), whilst the other one said, ‘Let us take it to Ka’b ibn al-Ashraf…’ (to the end of the narration)

We understand the following from this narration:

  1. The one who rejects the judgment from the judgments of the Messenger (salallāhu ‘alaihi wasallam) due to hatred of it and loving other than it, such a person is considered to have disbelieved, even if it is in just one issue.
  2. Whoever exchanges foreign laws/constitutions with the shariah of Allah, believing them to be better, then he has also disbelieved. If however, he judges by other than Allah’s law for whatever reason, but he holds that the ruling of Allah is the Truth and other than it is inferior, then he is considered to be disobedient and a sinner (but not a disbeliever). This is because he has entered into that which is haram, but he has not exited the fold of Islām. This is the defining speech regarding this affair.

This is where the Khawārij went astray. Ahlus-Sunnah believe that the one who judges by other than what Allah has revealed is a sinner, the one who replaces a law with other than Allah’s law, whilst believing Allah’s law to be the truth and the other law to be inferior, then such a person is a sinner but has not a disbeliever. His conduct constitutes lesser kufr that does not exit him from the fold of Islām. The Khawārij however, say that such a person is a kāfir who has left the fold of Islām, and they are innovators, misguided..

الحمد لله رب العالمين وصلى الله على نبينا محمد وعلى آله وصحبه وسلم
