(Q. 394): The one who deliberately abandons Hajj till he dies – is it allowed to perform Hajj on his behalf after his death?

Answer: Yes – Hajj should be performed on his behalf. Likewise, even if he left off making up the fasts that he had deliberately.

(Q. 395): What about the deceased who did not perform Hajj due to him being negligent?

Answer: Hajj should be made for him from his wealth [that he left behind]. However, if someone does it for him as a charity, there is nothing wrong with that.
