Is it allowed to make Tawāf on behalf of someone who is alive and able? (Ibn Baz)

(Q. 389) Is it allowed to make Tawāf on behalf of someone who is alive and capable?

Answer: Nothing has reached us [from the Prophet (salallāhu ‘alaihi wasallam) or his Companions that they ever did this]. Tawāf is [like] Salāh – it is not allowed for anyone to perform Salāh on behalf of someone else. The one who is incapable of Tawāh is carried (or pushed in a wheelchair).
