Is it allowed for a bakery to sell cakes to customers knowing that they are going to use it as a part of someone’s birthday celebrations?

This is not allowed, not for birthdays, Christmas, Eid Milad, etc. It is not permitted to aid people in sin knowingly. If the cake is non-specific and the customer has not asked for a cake for an impermissible occasion, then there is no harm in selling it — and it is not for you to interrogate the customer.
